Fin de l’Assemblée Générale de la WARBICA

L’assemblée générale de la journée d’ouverture n’avait pas permis de valider le plan d’action de la branche. Pour le dernier jour de cette semaine, les membres ont donc pu faire des propositions afin de compléter les 4 points de la précédente feuille de route, qui n’ont pas été réalisés ou seulement en partie :

-  L’intégrité des archives : créations des boucliers bleus dans les pays membres de la branche et mise en place d’ateliers de restauration au niveau regional;

- La sauvegarde des journaux officiels et des archives de l’Afrique Occidentale Française ;

-  Elaboration et publication de guides d’archives ;

-  Organisation d’une réunion pour 2010 dans un pays africain membre.

Ainsi les propositions suivantes ont été prises en compte:

-  Mise en place d’un groupe de travail pour rédiger de nouveaux statuts et les mettre en conformité avec ceux de l’ICA;

-  Enquête sur les besoins en formation;

-  Elaboration de lignes directrices pour mettre en place une politique de numérisation;

–         Création d’un annuaire des services d’archives dans la région;

–         Promotion et adaptation dela boîte à outils bonne gouvernance;

–         Organisation d’ateliers de formation aux normes de description en relation avec AtoM.

En outre, George Narisson Tuolee, Archiviste national du Liberia, a offert d’accueillir à  Monrovia la prochaine réunion de la WARBICA en 2010.

Plusieurs pays membres de CENARBICA (Tchad, Burundi, Cameroun, Gabon, Congo Brazzaville et Congo Kinshasa) ont assisté à l’Assemblée générale de WARBICA en observateurs, mais ont offert des contributions tout à fait pertinentes. Ils ont proposé que les deux branches coopèrent et partagent leurs expériences.

WARBICA GENERAL ASSEMBLY: SECOND SESSION AND CLOSURE

The action plan of the branch was not defined and adopted during the first session : on the last day of the conference week, WARBICA members were able to make proposals to complete the four points  presented in the former route map, which were not or partly achieved:

–         promoting the integrity of archives by creating national committees of the Blue Shield in the countries members of WARBICA, and developing restoration centres at the regional level.

–         Saving the archives of the former AOF (Afrique occidentale française)

–         publication of finding aids

–         organization of the next general conference of the branch in a member country.

The following proposals were taken into account:

–         setting up a working group to update the branch constitution and put it in accordance with that of the ICA;

–         conducting a survey on training needs;

–         developing guidelines to define a digitization policy;

–         creating a directory of archives services in the region;

–         organizing training sessions on description standards in relationship with AtoM;

–         promoting and adapting the Recordkeeping for good governance toolkit.

Moreover, George Narisson Tuolee, Secretary general of the branch and national archivist of Liberia, offered to host the 2010 meeting in Monrovia.

Other topics of importance were discussed:

–         the development of the branch website using the facilities offered by the ICA website;

–         the difficulties to pay  fees from a practical point of view (no credit cards, problems of money transfers)

–         the 2007 Québec declaration from 14 countries aiming to create an association of African archivists.

Representatives of CENARBICA countries  (Tchad, Burundi, Cameroun, Gabon, Congo Brazzaville and Congo Kinshasa) attended the WARBICA general Assembly as observers, but delivered relevant contributions, and proposed that the two branches could co-operate and share experiences.
